In the town of Ayala, State of Morelos, on the 28th day of November, 1911, we the undersigned, organized into a Revolutionary Committee, formulate and sign the following plan:

Taking into consideration that the Mexican people represented by Commander Francisco I. Madero did not satisfy the aspirations for which the Revolution was fought, and that he has maintained intact the oppressive administrative structure and landed oligarchies…

We declare Francisco I. Madero incapable of fulfilling the objectives of the revolution, as he has betrayed the trust of the Mexican people.

The lands, woods, and water that the haciendas and tyrants have usurped under the shade of tyrannical justice shall immediately enter into possession of the pueblos or citizens who have the titles corresponding to those properties.
Let the corrupt landowners present their evidence before revolutionary tribunals. We shall fight without rest until the Mexican peasant owns the soil he tills.
