If atomic weapons are to be added as new weapons to the arsenals of a warring world, or to the arsenals of nations preparing for war, then the time will come when mankind will curse the names of Los Alamos and Hiroshima.
The peoples of this world must unite or they will perish. This war, that has damaged so much of the world, has left us with a responsibility to see that the power we unleashed is governed by wisdom and international cooperation.
Scientists are not policymakers, but we have a duty to speak clearly about the nature of the power we have placed in human hands.
